Description
if htm:
1. Open .htm file that is on device.
2. And add it to home screen.
3. Close app.
4. Use icon. browser opens and says file not found.
5. new tab and open .htm again
6. first tab. Refresh. shows file. So it is not opening the handle first.

This has to do with how Android's Storage Access Framework functions.

Things that are provided by a `content://` URL are not expected to work correctly when pinned to the home screen.
