Enable/disable first-party cookies by WebView

Description

Currently they are enabled/disabled app wide. So, if first-party cookies are enabled for the active tab, any background requests made by other tabs will also have cookies enabled.

Setting them to be enabled/disabled by WebView, like third-party cookies, resolves this problem.
