See if there is a way to disable app bar scrolling when the URL bar is being scrolled left and right

Description

This would make it a lot easier to scroll the URL, because currently if you go up or down even a little bit it engages app bar scrolling and stops scrolling the URL.

This has been fixed in recent versions of Android, specifically Android 11. It also doesn't seem to be as touchy in older versions of Android, likely due to changes in the AndroidX libraries.
