Allow importing of PBS files through intents

Description

This way, a person can send a PBS file to a new device via a messaging app, and then click to open it from that app, and select Privacy Browser from the list.

Privacy Browser should display a dialog asking if they want to import the settings before doing so to prevent accidental wipeout of existing settings.
