Description

The displaying of the app bar was to prevent a scenario when the user could end up at a tab that was blank and could not be scrolled, leading to a situation where there was no easy way to scroll the app bar back into view.

This feature doesn't even need to exist at all, as Privacy Browser has been redesigned since this time to allow scrolling of the app bar even if the WebView is blank.
