This is a relic of the transition to the Day/Night theme. The icon tint just needs to be updated.

The core of this problem is that the options menu dots icon is not the same color for the main options menu and the context options menu.

This was fixed by applying the Day/Night theme to the app bar in the layout file and then updating the icon colors to match.
