The app is "Webapps Sandboxed Browser".
It has a "third party domains whitelist" feature, allowing users to easily select which third party domains to unblock.
It works with the stock webview.
Perhaps you can get some inspiration from that implementation.

This feature would make privacy and data saving options more flexible.
One would be able to get full website functionality with much less compromises.
