Privacy Browser Android

There used to be Open actions that would open a file directly, but that became impossible with the move the API 30 (see https://www.stoutner.com/privacy-browser-3-7/). However, it would be possible to create an Open action that opened the download manager (the same action as Downloads from the navigation menu).

This would save one tap, but I am a little reticent to implement it because it would be counter productive if the user downloaded the file to a directory other than Download, and it might cause some confusion on the part of the user.
