closedUnwanted behavior on Settings and Domains

Description
When you have tabs with pages open, and you go to the |Settings| or |Domains| section, and then you close or dismiss that section, all the tabs reload the pages even when no changes where made in the |Settings| or |Domains| section. Shouldn’t this happen only when a change was made?

Also when the tabs bar is hidden and you open a link in a |New Tab|, you can’t un-hidden the tabs bar until the page finish loading, this could be a problem as some pages may hang for some time and you can't do much because you loose access to the rest of the tabs, and other controls.

This is the desired behavior, as any changes to domain settings should override any on-the-fly settings that have been applied to any tab.
