Did chrome merge cookies and DOM storage ?

When I last checked the site configuration toggles in android's chromium, the 1st party cookie toggle just vanished. There's only "3rd party cookies" and "On-device site data".
What's going on ?

I'm not sure. Questions about Chromium's settings are probably best directed to the Chromium project.
