Only load domain settings when the domain changes.

Description
Add a delay, possibly 200 milliseconds, to reloading domain settings. This will allow overriding domain settings for domains like facebook.com, which redirect on load.
Instead of using a delay, this was accomplished by using a `currentDomain` variable and only loading the domain settings when the domain changes.
