Consider making the Clear and Exit navigation entry always clear everything

Description

Currently, it only does what is listed in the settings. But we could make it so the settings controls what happens when the last tab is closed from the app bar and Clear and Exit clears everything. This would allow users a relatively quick way to access either behavior.

Yes but can you make it optional ? Some users do daily drive the browser with cookies & local storage involved. So forcing Clear & Exit on this, would mean the browser becomes unusable on subsequent sessions.

Then just don't use Clear and Exit if you don't want to delete cookies. That would be the whole point of this. If you closed the last tab the normal way, it would do whatever you select in the settings, and if you want to clear everything you would run Clear and Exit.
