Crash when loading About or Import/Export and third-party apps are not installed

Description
When trying to enter the "About" page, the application crashes. Applies to the latest version 3.19.

The same thing happens in the Alt version.
- Subject changed from App crash to Crash when loading About or Import/Export and third-party apps are not installed
- Assignee set to Soren Stoutner
- Priority changed from 3.x to Next Release
This happens if OpenKeychain (About and Import/Export) or Orbot (About) are not installed.
The root cause appears to be a change in how PackageManager.getPackageInfo is processed when targeting API 35. I didn't catch this in my testing because most of my test devices have both OpenKeychain and Orbot installed.
