Swipe to refresh sometimes doesn't work on a WebView after the app process is killed

Description

Refreshing from the options menu works fine, but swipe to refresh just stops the spinning animation immediately without doing anything.

Possibly swipeRefreshLayout.setOnRefreshListener needs to be run again in some manner, although looking at the code it would appear it should already happen.
