Crash when viewing or loading Domain Settings with a blank URL

Description

If the homepage is blank and a user adds domain settings for it, Privacy Browser will crash on every load until the app data is deleted.

To fix this:

1) Disable the adding of domain settings for blank URLs.
2) Do not process domain settings for blank URLs.

Also, it might be nice to disable the saving of domain settings when the URL is blank.

Instead of going the route I initially anticipated, I decided it would be easier to simply teach Privacy Browser to handle domain settings for blank domain names.
