This used to happen automatically. Something must have changed either in Android or WebView.

This bug fixed itself, likely either by an OS or a WebView update.

So, it turns out that some videos work and others don't. For example, all videos on youtube.com correctly disable the screen timeout, but the following video does not.

I don't know if WebView is detecting the URL and adjusting screen behavior or if it is in the JavaScript that runs the video.

So, it appears it is the wrapper on the video and not the URL. This embedded YouTube video disables screen timeout correctly.
