Fix scrolling issue with scrollable frames/iframes

Description

When you use a page that is scrollable (unclear whether also applies when main frame is non-scrollable), and that page itself contains a(n) (i)frame that is scrollable, scrolling back up the page is impossible and page reload functionality is activated instead.

An easy example are Startpage's "'Anonymous' View" pages that you can open from search results which have this problem 99% of the time (note JS was not enabled).

If you disable Swipe to Refresh in either settings or domain setting this should resolve the issue for you.
