closedSwipe to refresh sometimes can't be disabled

Description
Sometimes, after Privacy Browser has been in use for a while, Swipe to Refresh can no longer be disabled. This appears to happen when JavaScript is frequently enabled and disabled, but I am uncertain if it is related. This problem affects all tabs. Closing and reopening Privacy Browser fixes the issue.

This problem only manifests if scrolling of the app bar is disabled. Enabling scrolling of the app bar removes the symptoms without the need to restart Privacy Browser.

Actually, further testing shows that it can happen with app bar scrolling either enabled or disabled. However, when the problem manifests, switching the status of app bar scrolling appears to fix it.

I can not confirm this. If PB starts to reload when scrolling, it has no effect (for me) to enable/disable app bar scrolling. But killing the tab and loading the page again in a new tab does fix it.

That is interesting. I haven't yet pinned down exactly why this is happening. I don't believe killing an individual tab has worked in my experience, but I will check again.

I am still not sure exactly what is causing the problem, but I have tightened up the code with commit https://git.stoutner.com/?p=PrivacyBrowser.git;a=commitdiff;h=fd8556e4e7c0db9f58e1cf14a2e0c6590f91305e. If there are still problems I will reopen the bug report.
