closedMove Edit Domain Settings from the top of the options menu

Description
I received the following in an email:
When using PB on a slow telephone, clicking too fast the right angle
menu (the three dots won't show up immediately) you will have the
following sequence that will be executed while the display does not
show what happens:
1) click 3 dots
2) Edit domain settings
3) Delete the settings of the current domain
Maybe it's an idea to swap "refresh" and "Edit domain settings" in the
drop down menu?

I have experienced this issue myself on fast devices once or twice. The delay in the options menu is more pronounced than some other apps because the text of a number of entries (Blocklists, Proxy, User Agent, and Font Size) is modified every time the menu is displayed.
I might move Refresh to the top and have Add Domain Settings as the second entry as I like having that near the top. However, if the user has selected Display additional app bar icons in the settings, Refresh will move to the app bar and Add Domain Settings will be directly above the three dots, so I will have to think through things a bit before I make a final decision.

I ended up swapping Refresh and Add Domain Settings.
