Depending on how invasive the required changes to WebView would be, it might not be feasible to include them in a rolling fork of WebView.
In addition, designing an effective interface with the limited screen real estate on many phone is a bit of a challenge.

What is the release ETA for a JavaScript_debug console?
Probably many years away. Everything in the 3.x series needs to be completed before Privacy WebView can be created and the 4.x release can start.
