Currently Privacy Browser attempts to download them.
It turns out that the problem isn't with the import filters. Rather, sometimes file managers present files without extensions. Depending on the specifics, either Privacy Browser will not be offered to open the file, or Privacy Browser will offer to download it.
For example, using the default Files app in Android 11, if the system Download directory is selected, the files are presented to the app just as random numbers with no extension. However, if in the Files app the user instead goes to Internal Storage and then selects the Download directory, the correct file name and extension will be passed to Privacy Browser and it will be opened as expected.
