There are a number of websites like this. Usually it is because, instead of using normal web scrolling, they use JavaScript to readjust item positions on the page. When they do this, no matter how far down they scroll, the WebView is still listed at scroll position 0. Hence, scrolling up invokes the Scroll to Refresh functionality.
To deal with this, Privacy Browser already has the ability to disable Scroll to Refresh, either globally, through domain settings, or using on-the-fly settings in the options menu.

How about disabling "Scroll to Refresh" by default for a few popular sites? Youtube.com is #2 on Alexa right now

I am fundamentally opposed to shipping Privacy Browser with any populated domain settings, but users are welcome to add whatever they like themselves. Part of the basic principle Privacy Browser is built on is to make that easy to do and to leave it in the hands of users.

Inside of Privacy Browser, in the Navigation Menu, the tenth entry is Domains. This takes you to an activity where all the domain settings are stored. Privacy Browser will always ship with a completely blank domain settings. Users may add whatever they like here, but it needs to be their own decision to do so.
The eleventh entry in the Navigation Menu is Settings. Each one of these settings ships with a default value. This is where Swipe to Refresh can be enabled or disabled systemwide. An argument could be made that it should ship disabled, but I have felt that enabled is the more appropriate setting as it works well with the vast majority of websites and it is a feature that most users appreciate.

YouTube in the mobile browser... there's something I haven't done in a very long time. Probably since the original YouTube mods came to be on Android years ago.
