Description
There is probably a bug.
a) If you set in PB Settings/Proxy/Tor and in Orbot uncheck Settings/Allow background Starts PB always shows the pop-up 'Waiting for Orbot to connect' despite the fact that Orbot works.
If you touch the screen the pop-up disappears and you can use PB with Tor as a proxy.
b) If you check in Orbot Settings/Allow background Starts there is no mentioned pop-up in PB.

Orbot's "Allow Background Starts" option should really be entitled "Allow Background Starts/Allow Other Apps To Query Orbot's Status". As such, Privacy Browser is functioning as expected when this option is disabled because it cannot tell that Orbot is running.
There is a Custom Proxy option in Privacy Browser that allows you to connect to Orbot without the status check being run. You can read more about it at https://www.stoutner.com/proxy-syntax/.

No, I don't. I don't use JS.
In my opinion there is no justification for "waiting for Orbot to connect" if Orbot works.
Other apps like e.g. FDroid, Conversations work with Tor proxy w/o "Allow Background starts".
Even PB works but one needs to tap on the screen.

I agree. I would recommend you take it up with the Tor Project, as other apps should be able to query the Orbot status even if background starts are not allowed.
From Privacy Browser's end, this use case is perfectly handled with the custom proxy options the link above describes. So, there is nothing else that needs to be done in Privacy Browser.
