Blob URL

If you examine this page https://www.macrotrends.net/countries/USA/united-states/population you see the chart has a save as image button. When you click that button it trys to use a blob URL to access the image in memory but it errors.

Is it possible to save that chart without using a screen capture?

Unfortunately, Android's WebView doesn't provide a way to download blobs. One of the goals is to enable this functionality in the 4.x series with Privacy WebView. See https://redmine.stoutner.com/issues/565.
