Add an option to download files to the location of the user's choice instead of using the integrated Android downloader.

After making the downloads default to the public download directory, I'm not sure this is an important feature. I am going to push this off until the 4.x series and revisit it then to see if it should still be downloaded. Perhaps when more people are running Privacy Browser on a desktop/laptop this will be more important.
