KAboutData does not display information about later versions of the license

Description

Using KAboutData::setLicense() does not display different information when the KAboutLicense::OrLaterVersions flag is set.

It should display GPLv3+ in the About dialog and it should include the text, "or later versions" in the full text of the GPL.
