Dropping a bookmark under a open folder does not place it inside the folder

Description

When a folder is closed, dropping something below it does what is expected: places the item below the folder.

But when a folder is open, the expected behavior would be for it to become the first entry in the folder. Instead, it is dropped as a sibling below the folder, the same as if the folder were closed.
